Any idea on the configuration procedures required to set up a xampp server on windows 7.

Yes.
A. - don't install it in either of the Program Files folders, nor in a User Folder. Place it in the root of a drive (such as in c:\xampp)

B. Make sure you have the MS C++ 2008 Libraries/runtimes installed.
