I can't stop mysql or apache via the xampp control panel on my windows 7 (64bit) installation, is there an easy fox for this?

Try starting the control Panel with the 'Run as Administrator" in the Context menu (Right Click)

Yes thanks that works, do you know if I can adjust any settings etc to save the need to do this i.e. not have to run as admin?

If you are not using services you should be able to use it without admin privileges.
