I am continuously getting error "warning : terminating worker thread 0" and apache is not working.
This thing happened when I formatted my computer and now it is not working.

Please let me know why it is not starting and how start it again.

What does that mean?

Whatever the cause - you should look in the Apache error log.

\xampp\apache\logs\error.log

I was also after reinstalling my windows xp.
