PHPMyAdmin - #2002 - The server is not responding [SOLVED]

Hi,

I recently updated to the latest version of Xampp because I wanted the latest version of phpmyadmin (still on the old layout) so I did so and when it had finished installing I tested it everything worked fine but phpmyadmin gives an error :

#2002 - The server is not responding (or the local MySQL server's socket is not correctly configured)

Connection for controluser as defined in your configuration failed.

I tried a few things including disabling firewall couldnt get it to work, so I did a fresh install without my old file data, got the same error.. So I thouhgt well I could do with a computer wipe so I did a fresh install of windows and a fresh install of xampp hopeing this would solve it, but still nothing the same error, Apache is working fine.

I cannot stop the mysql service from the controlpanel or bat file I get error service not stopped [-1], when I try starting the service from the bat file it just hangs on my.ini

I am on Windows 7 Pro, 64x, With Bullguard Internet Security.
