I tried to do the same thing but when i try to execute the setup_xampp.bat it just says
The system cannot execute the specified program.
I dont get anything else, so im probably just screwed right?

Have you already installed the
Microsoft Visual C++ 2008 SP1 Redistributable Package (x86) Runtime?
This is a requirement for the current XAMPP version.

I have installed this update, and it is realy have the effect.
WindowsServer2003SE and XAMPP 1.7.7 +update(vcredist_x86) = ITs WORKING!!!
Nearly, it is solve for XP too.

Ребята качаем апдейт с майкрасофта 4МБ и устанавливаем его.
После этого setup_xampp.bat перестает ругаться и все отлично работает.
