Why I cannot run php.exe? [SOLVED]

When I install the XAMPP 1.7.7 on windows 2003 which is a newly installed system,I run the setup_xampp, it can't works.
Because the php.exe can't run.

Any log files in the \xampp\apache\logs folder?
If so read the error.log file for clues.
Try using the xampp-control-3-beta.exe control panel in the xampp folder to start Apache and MySQL.
