Smart Card Authentication

I am working on an app which uses smart cards for authentication. The code is older than me but I was just sorta dropped in on this project. I pulled down the code so I could develop locally but cannot get the program to ask for my smart card. I was wondering if this is an XAMPP Apache problem or if I be looking elsewhere? All of this works fine on a co-workers computer and on the production server. I was thinking maybe I configured something wrong during setting up my environment. Please help! Thanks!
