1.7.4 has many issues and the worst issues were posted here:

My advice is to download and install a newer version or go back to 1.7.3 which was a known stable release.

Port 80 and port 443 are usually used by either Skype or IIS (World Wide Publishing server) the MS default enabled web server.

Either can be disabled or reconfigured to overcome this port hogging issue.

Thanks Sharley.... it was skyupe so have changeds the ports for that and XAMPP now working perfectly!
