I'm a novice at Mercury. I was trying to configure it and now it is continually shutting down within seconds of starting up, with the message: "Mercury/32 Core Processing Module v4.62 has stopped working."

Is there a way to restore original settings without completely reinstalling XAMPP ?

yes it's possible, download ZIP version of your current xampp version and de-zip mercury folder by overwriting your current folder.
