I've searched around about how to update MySQL to a new version, but the consensus seems to be that it isn't possible.

Is this true, and if not, how is it done?

Yes, if you like to use Xampp, you cannot update single components.

If you would like to update MySQL (or any other part), you must not use Xampp, you have to install (and to configure) all the tools separately by yourself.
