I get an 'error opening file for writing' message as follows:
c:\xampp\mysql\bin\mysqld.exe I have tried ignore, retry and abort. I uninstalled XAMPP. Did not reboot. What can I try next? Thanks.

try a fresh download, maybe with the zip version (if you used the installer)

Before I commit myself to installing Apache, may I know the minimum system requirements? I'd like to use it but I'm not sure of my computer's capability.

Apache doesn't need any fast cpu or much ram.
