installing pecl extension

In Windows cmd.exe I type: pecl install apc
I get: "ERROR: failed to mkdir C:\php\pear\tests\APC\tests"
But why is it searching C:\php folder at all? Xampp is installed in I:\xampp
Anybody knows how to install the APC extension in Xampp?
