Hi,

the old problem with mysql in Windows.

I installed mysql for Windows many times and 99% cases is down.

Xampp was ok, phpMyAdmin worked fine, I successfully installed Joomla, Mediawiki, Drupal

and now phpMyAdmin is down, apps are down, errors generated

Could you tell me what's wrong ?

I can install mysql service from command line but phpMyAdmin is down.

firewall problem?
is the MySQl Service running?

you could also try if you can connect with the MySQL GUI Tools (MySQl Administrator or MySQlQueryBrowser) to your Server:
http://dev.mysql.com/downloads/gui-tools/5.0.html
if yes - something in your phpadmin config is damaged if no - the mysql server is running or something else is blocking the Port.
