i stop iis service but still apache don't work
i have iis 7 with windows 7 64 bit

Go to control panel, program and features and click turn windows features on or off. A list is generated which takes some time. Unselect everything under Internet Information Services.
The system will prompt to reboot. Do a fresh reinstall of XAMPP 1.7.4 and install Apache, MySQL and FileZilla as services. You may be prompted by your virus scanner to provide approval to install the services. Confirm.

This did it in my case (Win 7(64) and XAMPP 1.7.4)
