Why does the version of mysql that is install with the current xampp program not have ALL character sets?

It doen't have Cyrillic or any ISO character sets and text shows as ANSII codes

I have tried EVERY setting for UTF-8 available in mysql and, although it should fix the problem, it doesn't

How do you save the Cyrillic characters in the database?
ALL communication ways have to transfer the characters in the correct character set too.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

It's like porn for programmers 8)
