So you have not yet set a password and you have not copied over your own database yet?
This is the fresh ZIP install with no changes except the config to cookie?

Can you check with Task Manager that there is no other mysqld.exe running after stopping your current MySQL server from the XCP.

Apart from the MySQL in xampp_old you don't have any other MySQL installations on your PC and you removed any my.ini other than the one in XAMPP?

When you have stopped everything in the XCP click on the XAMPP-Shell button:
At the prompt type
sc delete mysql
click enter
If there is nothing to do it will say so.

Just trying to eliminate any sticking services in the registry.

See how this all goes.

Also won't hurt at this stage to reboot just in case there are issues with your last reboot then try again to access phpMyAdmin.

nope; no other mysql left; shell results in nothing. Task manager shows no other mysql running. Rebooting is somthing I do all the time now; no effect whatsoever;

Maybe someone else looking at this topic will take a fresh approach but I seem to have exhausted most if not all of the fixes I can recall - maybe after I have a sleep and another look at it to-morrow the answer may jump out at me - but it's getting late here.

No problem; you gave it a serious try; I think there is something messed up in Windows which blocks it, but I have no clue, and am starting to long back tom y win 2000 machine :| Progress...

Windows allowed McAfee firewall to take over, appearently the new security patch changed something in priority settings. So.. allowing apache & mysql to communicate through the firewall released the lot.
Ideally, they should not go through the firewall. But well.. Working is working.

Leatherback, I am having the same issues. How did you get around the firewall issue with McAfee?

just run C:\xampp\mysql\bin\mysql_upgrade.exe and enjoy
