mysql.user table gone

You know how when you are really tired, and working on autopilot you tend to do stupid things? Well, today, I managed to drop the mysql.user table. I am running this instance under windows with XAMPP. It does have the perl script mysql_install_db.pl in xampp\mysql\scripts, however when I try to execute it, it was obviously written for a linux instance. Anyone know how I can recreate the table without a complete reinstall of mysql?
