FDF Toolkit

I am running XAMPP 1.7.3 on Windows XP. I would like to use PHP's FDF functions. From what I have read, all I need to do is uncomment the php.ini file line:
;extension=php_fdf.dll

However, my php.ini file does not have this line.

Most of the information I have been able to search on line is from between 2004-2006.

Does anyone have any information or documentation to point me in the right direction on how to get this working or if it is even possible?
