Apache Friends Support Forum

I have an Xampp running . I load many programs on it and its fine. Wordpress, Drupal and others.
But I have one special database that does not work.
I noticed that all the folders in xampp are read only. I change them to read/write but something (I assume in Apache) changes them to read only.
Any ideas how to turn this off?

Thank You. I used Google translate to read it. It appears it just a way Microsoft designed the system and does not effect Apache at all.
