XAMPP 1.7.0 on Windows-7 HELPP!

Hi there,

I have downloaded XAMPP 1.7.0. I can view the security pages and other default XAMPP pages just fine. I then created a test.php file but i get the 403 Error. I've kept all folder permissons to read and write ( full control) , and yet i cant view the test.php file i created. How do I rectify this? Please help!!!!!!!!!!!!
