Non-standard symbols (access forbidden) APACHE

Hello! Please, help me to configure APACHE ("*" and "|" symbols in url are the reason of "access forbidden"). Or may be I need to configure .htaccess? Thank you!

Please post the error message from the error.log file and also the URI you are trying to use.

But... The site over the web (hosting) works fine.
I use xampp-win32-1.7.0 at home.
