Drupal slower at Localhost than over net!

Hi, and thank you for your help!
I have set up XAMPP and a local Drupal install for testing purposes on a dedicated WinXP machine. Amazingly, it seems drupal performs slower locally than it does when I test sites on remote servers over the internet. I am assuming it is in soft resource allocations, and perhaps even RAM requirements. Are there parameters for improving mySQL and Apache performance. Would more RAM help?
