Why am I getting "Sorry, there is nothing to do here" message whenever I start setup_xampp.bat? Did I do something wrong when I installed the bundle?

If you used the installer version then the bat file is run automagically and so there would be nothing to do if you tried to run it again.
If you use the zip or 7zip version then you would need to run the bat file once to set the paths in XAMPP - the same nothing to do message would appear if you tried to run the bat file multiple times even using the zip or 7zip versions.

And how do I change paths again and again? How do I change certain features, turn them on or off? I can't?

In 1.7.4 you will have to do all those things by editing the conf and ini files manually.
1.7.3 was the last setup bat file that allowed this change behavior but the author of the 1.7.3 bat file chose to use proprietary copyright code and so without his permission to use his code the 1.7.4 bat file is using the old original open source code - the 1.7.3 author has now left the XAMPP development team.

There is a SourceForge link to older versions near the top of the XAMPP for Windows home page.
