Cannot access xampp without Internet connection over USB

Hello, I have installed XAMPP on my usb drive and started up apache and mysql. I can access http://localhost fine while my internet connection is on, but if I block it with my firewall or simply unplug my ethernet cable, I cannot load http://localhost. Any ideas what's going on here? Thanks for your help!

Which browser are you using to connect to the localhost? In Internet Explorer, you have an option to select "Never Dial a Connection". To do this try this:

Tools >> Options >> Connections

Yes. Click on "File" in your Firefox Browser and deactivate the entry "Work offline...".
