I run XAMPP but all seem ACTIVATED
except:
SMTP Service DEACTIVATED
well, what is this, and how get activated?

If Mercury (mail server) isn't started, this is a correct information in xampp status report.
You can check this in xampp control panel.

well if exited control panel, servers stop automatically or, needed stop them, prior exited?
