The control panel installed with 1.7.4 is version 2.5, while the control panel installed with 1.7.3 is version 2.5.8. The 2.5 version of the control panel omits some very useful features (the setup button is missing and the admin for MySQL is missing).

Can the newer version of the control panel be overloaded on the current install to get back these features? If so, where can i find the Control Panel application? I could compare two installations (1.7.3 vs 1.7.4) and just copy files over, but this seems like this could cause problems.

Not possible I tried it, but if you know how then you can add those buttons yourself and even customize the CP to your every whim, as the source code for the XAMPP 1.7.4 Control Panel is in \xampp\src\xampp-control-panel folder - but Google is your friend for compiling c code.
