Access from internet

I have set up Xampp on my windows 7 x64

I can access locally

And I can access from the internet from a computer that is using the same ISP

But I can't access from the internet from a computer using another isp.

What settings need changed?

I do not understand. Is there something wrong with me setting up a personal server to play with wordpress and other open source software?
