Having trouble in phpmyadmin for create database

I have been working on trying to fix my ability to create database in phpmyadmin for the last 5 hours. Right under that create line is no privilege. What can I do to fix this. I went into xampp to security and updated my root password then the bottom for my directory I clicked that. But when I go into the phpmyadmin (which took long to get into) I get a long line of tables on the left information_schema and I go to find out how to fix this but as there is a red flag at the bottom of the message saying The additional features for working with linked tables have been deactivated. To find out why click here. Any idea what I need to do to get this thing working for me.
