Hello I have problem. i was downloaded 4 or more random xampp but there is missing file in apache/bin/ file name is php.ini... where and how to get this file?

Look in \xampp\php folder.

the php.ini file can be found at path \xampp\php\php.ini

but in this file doent have commands like zend.ze1_compatibility_mod , zend_optimizer.enable_loader , extension=php_zlib_filter.dll , extension=php_mssql.dll ... where to get theese settings?

zend.ze1_compatibility_mode
zend.ze1_compatibility_mode (Removed in PHP 5.3.0)
zend_optimizer
is now part of Zend Guard which wasn't released with PHP 5.3 compatibility when XAMPP 1.7.3 was released.
If you need it you have to integrate Zend Guard on your own.
php_zlib_filter
is not needed in PHP 5.3 AFAIK. Can't find anything helpful for this
extension=php_mssql.dll
This line is integreted in your php.ini, but is commented out. Simply remove the semicolon in front of the line if you need mssql support.
