There were 2 issues. If you do not use the default parent folder to install LAMPP, it will fail. Secondly, I had already a CMS installed and it was interfering with the install wizard of of a new CMS which is not the fault of LAMPP.

I and I would think others consider it a blessing to have both Jon and Altrea assisting in every way.
