Apache Friends Support Forum

i have my site set up i can upload unlimited and lots of files with no problems whats so ever

but if a member tries they get 1 of the 2 errors below

now i have done a fresh install of my forum software (smf) and a new database file so i got a nice clean empty site

but if any one tries to upload a file they still get the above errors

so it has to be with xammp any ideas ? im thinking some file in a Apache maybe ?
