Help. Can't connect to MySql

Hi,
I'm fairly new at this!

I have a few previous problems with passwords which I corrected but somehow I managed to delete localhost and other users in phpMyAdmin.
Now when I try to log in, the get the following error;

#1130 - Host 'localhost' is not allowed to connect to this MySQL server. Connection for controluser as defined in your configuration failed.

Can this be fixed without having to re-install it all again?
Any help would be great please.
