Within the XAMPP WIndows Package included php-version is a bug causing i.e. Mediawiki and a lot of other examples to throw out an error in the kind of

Parse error: syntax error, unexpected T_PAAMAYIM_NEKUDOTAYIM....

This is solved within PHP 5.3.2 or PHP 5.3.0.
So im waiting eagerly for the next release :P

Sincerely Sebastian

PS: T_PAAMAYIM_NEKUDOTAYIM is also referred as T_DOUBLE_COLON

I might also add that the latest MediWiki does not supported in PHP 5.3.1 and recommends 5.3.0 or 5.3.2.
I would also be very interested in updating the XAMPP server software to take advantage of the latest MediWiki enhancements.
Do you have any idea when a new Windows XAMPP package might be available with the latest PHP addition?
