Localhost not working without vpn

Hi,

I installed xampp for windows on my laptop...I tried to get localhost to work, but did not succeed for a long time.
Now, I found out that the localhost is only working when the laptop is connected via vpn to the network, and not when it is not.

Any idea why this is so? How can I use without connecting to vpn?
