hi! am new here and also new in programming :) my only concern for now is ... does XAMPP run on windows 7?

Yes, it works smoothly on Windows 7. Just don't install XAMPP in C:\Program Files.

And don't have other services run on ports 80, 443, 3306 (or run Apache and MySQL as Windows Service)

Actually, you don't need to run the install script as Administrator. It works fine even if you don't.
