Good day! Can you help me with upgrading apache for xampp? Is it safe to just load new binary from http://httpd.apache.org/download.cgi and rewrite old contents of /apache with new?

No.

If you like to use a newer Apache, you should not use Xampp. Instead download and install all desired tools and configure them manually.

Approximately, there are 4 - 7 XAMPP releases a year (if you look at the last 3 years), but the frequency is decreasing.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!
