How to simulate server delay/latency

I am trying to troubleshoot a problem that might be related to AJAX code failing when a server take longer than a given number of seconds to respond. I would like to simulate this locally with XAMPP to have control over the delay and conclusively determine where the problem is coming from.

Is there a way to setup XAMPP to artificially delay response by a given number of seconds? Normal response is pretty much instantaneous.
