When I click to open it says control panel is already open but its not?? it is the lite version
Any idears
Oh and I got windows 7 does that make a difference

Are you sure, that it's not open?
check your system tray or processes tab.

additional hint: If you want to start Apache and MySQL not as a service but over the Control Panel on Windows 7 (and other Windows OS with the new UAC like Vista, Server 2008) it is always a good idea, to run the control panel as administrator

It wasnt on the task manager so I just restarted the computer and it worked
