I have just installed XAMPP for Windows and turned on the Apache server-
The first thing I tried to do was to access the web server from localhost.
This worked fine.

The next thing was to access the web server from another computer
The error message was that access was denied and that the security settings
can be edited in the file httpd-xampp.conf. However, a search of my computer
reveals no such file. How should I proceed? There is no documentation for XAMPP,
so I can't RTFM.

The link you give is for a list of Frequently Asked Questions.
Nowhere in that list is this question answered.

Further, it is nowhere mentioned in the FAQ that one should place the file in that directory.

In addition, it is quite unclear what the format of the file should be, what directives are allowed,
or what the purpose of the file is.

Please look inside your \xampp\apache\conf\extra folder.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

Apparently, Xampp is not intended for production use.

Since I am setting up a production environment, I'll just download
the individual components from mysql.com, apache.org, php.net and
phpmyadmin.net. They are quite well documented.

Re the New Xampp Security concept -- What has to be edited out of the httpd-xampp.conf file in order to permit access from computers on the LAN other than the one on which Xampp is installed.

Depending on what you want to access - nothing. Using the IP address to connect, it will be able to access things in the htdocs folder. If you want it to access the xampp admin folder, look at the bottom of that file where it says require local.
