Fatal Error

I don't understand why I am getting a fatal error:

Fatal error: Call to undefined function get_header() in C:\xampplite lite\htdocs\xampp\default\index.php on line 7

I copied over my blog folder from my webhost, it works, but not on my local.
when I type in http://localhost/ I do see the XAMPP Lite Congratulations screen.
I know i was to get this to work 3 months ago but not know. Why could this be?

I am a goose, i found what my problem was. I had uninstalled xampp and reinstalled and never setup up my db.
