control panel is already running

After starting the control panel and then closing it, if I try to open the control panel again it says that the panel is already running. There is no indication of the control panel that I can find in either the process or services from Task Manager. I have to reboot to open the control panel again.

I am running Windows 7 Pro version.

There should be a little orange XAMPP icon pinned to the toolbar in the lower right hand corner of the screen
