Custom Cron Job

Good Morning,
I am working on building a mailing component for Joomla. I have Joomla installed on my local machine and I want to play around with Cron Jobs for sending emails out. My question is how can I add a cron job to my xampp install? I want it to run a PHP script every 15 minutes.

Cron jobs are functions of the Linux OS.

In Windows you may have to configure "Scheduled Tasks".

There is a commercial Windows Application called WinCron that may also be of use.
