503 Service Temporarily Unavailable

Windows XP SP3 clean install of xampp-win32-1.7.3.zip

Ran setup_xampp.bat without issue
Opened control panel and started apache & mysql without issue

When I browse to http://127.0.0.1/ or http://localhost/ all I get is:
"503 Service Temporarily Unavailable"

Any clues?
