phplist on xampp??? and stmp mail server

I want to use phplist on xampp in order to send emails to my restaurant costumers.

Currently I have xampp, what can I do in order to get a free stmp mail server which can be installed on xampp… what advises do you have or which alternative configuaration is advisable in order to achieve the goal of send emails to my customers from my xamp
