I had previously installed XAMPP onto my computer without incident. A couple of months later I was having problems with mysql and it was recommended that I reinstall XAMPP. I deleted the previous version and then proceeded to download and reinstall. When I tried to install it for the second time it keeps stalling. I get an error message that tells me to reboot and close all other programs. However, I have no programs open.

Is the old XAMPP still running as a service? I believe that if you have that service running, just deleting the files, eg "c:\xampp\.." would leave it running and that would likely mess with your new installation.
