So I'm following the instructions word for word. I know very well the location of the install... trying to change the blank root password with:

\xampp\mysql\bin\mysqladmin.exe -u root -psecret

...I get "The system cannot find the path specified."

Why? Thanks.

Your XAMPP is installed in a different location.
