Vbulletin

I have installed the RAR self extracting version of XAMPP to a spare desktop here at home. I am running Vbulletin on my live forum and wish to install it on my home computer to create a mock forum for testing mods and styles, plugins, etc.I am fairly ignorant of these things and would appreciate some guidance as to how to install the Vbulletin forum software so that I can open a test forum with XAMPP. I need to know where to install the forum software and how to actually open the forum in a browser etc.
