Write permissions problem...?!?

Hi guys,

i'm new with php and was able to install xampp lite ver 1.7.3. on windows XP SP 2/3
Exception that i'm getting upon loading php script is:
"Everything is working fine except that i get exception with php script that is trying to create folder.

Well I have installed Apache server as service, set for that service username to local account with proper password. Appache service running properly.
Then I set, permissions to that account under which Appache server is running to that whole "C:\xampp" root folder and still getting that error. So I suppose something different might be the problem but not sure.
As far I know this is connected to yii framework but that's it.

I would appreciate if someone could help me with this.
