Date charset problem

I have a little problem with the date of my server. I've upgraded to the latest version of XAMPP and everything was fine, but when I opened my site, the date info (eg. Monday, 13 december 2009) was looking like (eg. ????????, 13 ????????? 2009). How could I change the charset of the servers date? I've already tried to change the options in httpd-languages.conf, but nothing happened. Could someone tell me how to change the date charset? My sites charset is utf-8.
