Is it just for virtual?

Does XAMPP only run locally to create a server environment for you on your computer? Or, can I use it to turn my machine into a full web server?

You can use it to make your personal computer to a full webserver but firstly the computer must run all the time and secondly you shoul know some additional things about security before you do that.
In addition to this, I think the REAL webservers are not using xampp, so xampp is made for private Usage in general I think.
